       <channel>     This is the channel name string of the channel the following user is in.
       <user>        This is the username string of the user in the channel above.
       <files shared>This is the is the quantity of files shared by the user above.
       <speed>       This is the connection speed/ line type that the user above has.

       An <825> packet is sent for every user in the channel specified by the <830> message
