This packet is used by the Secondary client to request a chat channel list that is obtained from the WPN Primary network by the currently connected Primary host.

This function takes place when the user requests a chat list from the Chat window or automatically when they open the Chat window if set up to do so in the client Settings. In response to this packet the Primary will deliver a chat list to the requesting Secondary client using the 0x238E packet.
