     Client : <PacketLength><PacketType><channel> "<text>"

     Server :  <PacketLength><PacketType><channel> <user> "<text>"

       

       <channel> The string name of the channel that the text string is to appear in.
       <user>    The username string of the user who is sending the <text> message.
        "<text>" The message string that is to be displayed in the channel.


        A variation of the public message command to indicate an action by the user.
        Often implemented as the "/me" command in IRC clients.
