      Server :<PacketLength><PacketType><nick> <text>

   
      <text> This is the text string message to be passed to all mods.

      <nick> This is the string username of the Client sending the message


      Client is request to send a message to all admins/moderators.
      Server will add the username string  and pass along the text message using this same packet number.
