      <nick>       This is the string name of the user who needs to SEND the file to the requesting Client  
      "<filename>" This is the name string of the file that the reuesting client wishes to obtain

     

      Requests that <nick> make an outgoing connection to the requesters Client and send <filename>.
      This message is for use when the person sharing the file can only make an outgoing tcp connection because
      of firewalls blocking incoming packets.

      This message should be used to request files from users who have specified their data port as 0 in their login message
