     <PacketLength><PacketType><channel> <user / ip> [ "<reason>" ]


       <channel>         This is the name string of the channel that the specified user is to unbanned from.
       <user / ip>        This is the string username or the IP string of the currently banned user
       [ "<reason>" ]  This is the reason for unbanning this user. This field is optional.


       This is a request from a Client to unblock a specified user from a specified chat channel
