      <PacketLength><PacketType><channel> <user / ip> [ "<reason>" ]


        <channel>         This is the channel name string of the channel the specified user is to banned from
        <user / ip>        This is the username string or the IP string of the user to be banned.
        [ "<reason>" ]  This is the reason for banning this user, this string field is optional.

       
        This packet is sent to the Server to request that the specified user be banned from the specified chat channel.
