      [b]<channel-name>[b] This is the name string of the channel we are parting from, indicate this to the user



      The client sends this command to part a channel.
      The Server sends this message to indicate that the Client has parted the channel.

      Note that this is sometimes sent even when the Client has not requested it, so a Client must be prepared
      to accept it at any time.
