       <channel>  This is the channel name string of the channel this packet applies to
       <user>       This is the string name of the user being de-admined
       [user ...]     This is an optional field but I cant find any information on it,
                          making a guess I think this is the name of the person removing the admin.


        Remove specified <user> as operator of specified <channel>
